River Ridge board reviews NPDES filing, approves easement and storm-cleanup sweeping

District staff told the River Ridge Board that the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report had been filed with Lee County and would be submitted to the Florida Department of Environmental Protection in advance of the Nov. 1, 2024 deadline.
District Manager and engineering staff discussed that stormwater ponds are expected to capture and retain runoff and are not held to the same standard as natural lakes; staff noted water-sampling requirements may change in future permit cycles and a Johnson Engineering representative attends Lee County NPDES meetings and forwards minutes to the District Manager.
The Board also approved a template Grant of Easement for drainage from the Pelican Sound Golf & River Club to the River Ridge CDD, with the understanding that each easement brought forward would include a specific sketch and legal description for Board consideration. Resident Mike Rainstin asked about the status of Phase I and Phase II drainage improvements (Seaside & Masters); staff said work has not yet commenced and will await drying conditions.
Separately, the Board ratified emergency street-sweeping cleanup by Precision Cleaning, Inc., authorizing a one-time payment of $1,475 and permission for staff to add week-to-week cleanings for approximately the next month if needed.
