River Ridge CDD adopts goals and performance measures to comply with HB7013

The River Ridge Community Development District on Aug. 27 approved a set of goals and performance measures designed to satisfy new state requirements enacted in HB7013.
District Counsel Tony Pires and staff described the statute’s requirements that special districts develop annual goals and performance measures and post an initial report. Staff proposed three primary categories for Fiscal Year 2025 — Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability — and the board unanimously approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
Mrs. Cleo Adams told supervisors the initial report is due Dec. 1, 2025 and must be posted on the CDD website; the task has been added to the district’s Key Activity Dates list.
What this means
The board’s action begins a statutorily mandated reporting cycle requiring the district to measure and publish performance against the adopted standards. Staff and counsel will refine specific metrics and prepare the first compliant report for December 2025.
