Resident tells River Ridge board of water intrusion; CDD and HOA roles clarified

Oak Run resident Lynda Sorensen told the River Ridge Community Development District Board on Oct. 22 that moisture had intruded under her home’s slab, buckling wood flooring and producing mold concerns. Inspections found no HVAC or plumbing failure; a floor warranty issue and very high moisture levels in the slab were identified.
Sorensen said a foundation specialist added sealant and recommended installing perimeter drain tiles and downspout extensions of about 5 to 10 feet after she observed ponded water behind the unit at 27123 Sound Way that had submerged underground downspouts. She asked the CDD and the homeowners association to coordinate a solution.
Board Chair Bob Schultz said the CDD might be able to address ponding, but that installing drain tiles was likely an HOA matter. Operations Manager Shane Willis asked whether anyone had determined the source of the water; Sorensen said no definitive cause had been established and that excessive ground moisture was a possible factor.
District Engineer Charlie Krebs explained that the area had originally been an indigenous preserve and drainage was not installed there; after rezoning the land became Club property and is not part of the CDD’s water-management system. Sorensen said she had raised the issue with the HOA and that a golf-course representative had discussed it with the chair.
The Board did not adopt a formal directive at the meeting; members and staff discussed options and said neighbors and involved entities would be kept informed. Separately at the same meeting, the Board approved a template process for future drainage Grants of Easement from the Pelican Sound Golf & River Club to the CDD, intended to streamline approval when a sketch and legal description are provided for individual easements.
