David White, a town meeting member, moved the substitute motion after the moderator ruled the original recommended vote out of scope.
Proponents said the changes primarily reorganize language and put fee levels in the regulations rather than the bylaw to allow administrative updates. Morgan said the conservation commission supported the substitute text as drafted and indicated the commission might pursue further refinements at a future town meeting if needed.
Town meeting first voted to substitute the David White motion for the main motion (electronic vote: 192 in favor, 3 opposed, 11 abstentions). Members then voted on the main motion as substituted and adopted the bylaw changes (electronic vote: 204 in favor, 4 opposed, 7 abstentions). The bylaw amendment will take effect as specified in the town’s adoption procedures and the related regulations.
Next steps include updating the Arlington wetlands regulations to reflect the fee and procedural references removed from the bylaw and implementing the revised enforcement provisions through staff processes. Proponents said the revisions aim to streamline administration while preserving environmental protections.
