The Muskego Common Council on June 16 approved an intergovernmental cooperation agreement with the Town of Norway to give Muskego police officers jurisdictional authority when serving as school liaison officers at Lakeview Elementary, which lies in Racine County under the Town of Norway.
Council discussion emphasized the limited scope of the change: liaison officers would have police powers only while assigned to the school under the existing Muskego–Norway School District liaison contract, not broad patrol authority in the town. Council members questioned whether the arrangement affects city budgets; officials said the school district pays for liaison services under the existing contract and the town is not contributing funds to the city for this purpose.
Officials said the agreement addresses incidents that occur while liaison officers are present at the school, such as escalations of disciplinary contacts that require police action; if an incident occurs outside the liaison assignment or in other jurisdictions, the appropriate county or town law enforcement would respond. The council voted to approve the agreement by voice vote.
The council did not change the liaison program's funding arrangement at the meeting; staff said they would answer follow-up budget questions outside the session if needed.
