Councilor Mike Riley moved to approve the May 15 minutes; Commissioner Phil Chang seconded. After clarifying quorum requirements the board recorded three votes in favor and one absence and approved the minutes.
Tyler D. Keith, Bend MPO staff, told the board the MPO is paid on a reimbursement basis and asked for authorization "to approve up to $100,000 for the short‑term loan" so the MPO can close the fiscal year; Councilor Riley moved and Commissioner Chang seconded the promissory note motion, which carried with four yes votes.
Commissioner Chang then moved the MTIP amendment for ODOT project 23735 (US‑97, Village Way to Lava Butte) to update the project description to include constructing an additional 1.5 miles of multi‑use path; Kelly (staff presenter) told the board the amendment does not change the funding. Councilor Riley seconded and the MTIP amendment passed unanimously.
The board logged these actions as part of routine operational business; no ordinance or long‑term policy change was adopted during the meeting.
