County engineer reports Route V64 marking plan, rumble-strip review and SS4A grant timeline

County Engineer Ryne Thornburg updated the Van Buren County Board of Supervisors on secondary road matters at the Dec. 8 meeting in Keosauqua.
Thornburg said he spoke with the Iowa Department of Transportation about temporary pavement markings on Route V64 (between Douds and Highway 16). Those markings are temporary and will be replaced with reflective paint in a future operation. He said the DOT will review the northernmost rumble strip and plans to address it on the spring punch list.
Thornburg reported he spoke with the ICEA Service Bureau’s grant coordinator at a recent county engineers conference about the county’s Safe Streets and Roads for All (SS4A) grant application; the coordinator had no definitive award information but expected the county would know something in February or March 2026.
On staffing, Thornburg said applications for an open equipment operator position are being accepted and that the first review of candidates is scheduled for Dec. 10, 2025. Supervisor Dale House agreed to participate in interviews; the board indicated consensus that if House concurs with Thornburg’s hiring recommendation the engineer may place the candidate on payroll immediately, with formal board action to follow at the Jan. 2, 2026 meeting.
Next steps: the DOT review of the rumble strip will be tracked for spring corrective work; the county expects an SS4A grant decision in early 2026; and the County Engineer will proceed with the hiring timeline pending supervisor concurrence.
