Van Buren supervisors approve revisions to Five-Year Secondary Roads Program, add FM paving and $960,000 in Farm-to-Market funds

The Van Buren County Board of Supervisors on Nov. 24 approved a resolution to modify the county's Five-Year Secondary Roads Program, adding a Farm-to-Market (FM) approach paving project and adjusting the sequence and funding of other roadwork.
County Engineer Ryne Thornburg outlined the required changes under Iowa Code §309.22 and §309.23 and Iowa DOT Instructional Memorandum 2.050 and recommended submission of the revised program to the Iowa Department of Transportation. The newly added project (FM-CO89()-55-89) will pave FM approaches to Highway 2 and Highway 81 to coordinate with adjacent Iowa DOT highway projects; other resurfacing and bridge items in the work plan were modified accordingly.
Clerical detail in the record showed a net increase of $960,000 to the Farm-to-Market Fund for fiscal year 2026 to cover the FM project work. The board adopted the resolution by roll call vote: Meek ' Aye; Waugh ' Aye; House ' Aye.
The supervisors also discussed pavement-marking reflectivity and the placement of rumble strips on Route V64 relative to approaches at Highway 16; no formal changes to those features were recorded, and the highway department will continue review. The meeting noted the highway department will be accepting applications and conducting interviews to fill the equipment-operator vacancy created by the accepted resignation of David Topping, effective Dec. 1, 2025.
The resolution directs county staff to file the program modification with the Iowa DOT for its approval and to proceed with associated procurement and scheduling consistent with state and county procedures.
