The Van Buren County Board of Supervisors on Nov. 12 approved several administrative items, including an updated Van Buren County Employee Information Handbook to take effect Jan. 1, 2026, a $500 voluntary contribution to the Iowa State Association of Counties to support an amicus brief in Couser v. Shelby County, and incentive payments for employees who met the county’s wellness participation criteria.
Supervisor Waugh moved to approve the handbook updates; Supervisor House seconded the motion, and the board voted 3-0 to adopt the handbook effective Jan. 1, 2026. The board also acknowledged the first reading of Van Buren County Ordinance #2025-1, re-adopting the existing county code of ordinances; the first reading was approved on a 3-0 vote with no public comment.
On the ISAC request, the board approved issuing a $500 check to support the writing of an amicus brief in Couser v. Shelby County, described in the minutes as a voluntary contribution to highlight the importance of local control. The board likewise approved an additional incentive payment to 33 employees who completed both their annual physical and online assessment during 2025.
Other routine business included approval of payroll and claims, acknowledgement of a one-year Manure Management Plan update for Woodford Creek Farms LLP (Facility #58035), and a listed transfer of $254,644 from Rural Services to the Secondary Roads fund for the second quarter of FY2026. The meeting adjourned at 10:41 a.m.
