The Newton School Committee voted 9–0 on June 15 to adopt revisions to its timeout, seclusion and physical restraint policy (JKAA), following a presentation by district staff about new regulatory requirements and updates to local protocol.
Jim (student‑services lead) and Dr. Ellis (district lead on implementation) walked the committee through changes to policy language and the updated protocol staff will use. Members pressed staff on a critical gap: DESE has not finalized guidance in some areas, particularly the documentation and allowed scope of certain emergency actions. Jim told the committee staff had been told informally that one‑time emergency uses might be tolerated if documentation is later completed, but urged caution and said the district would follow established crisis‑prevention/de‑escalation protocols in the moment.
Under the adopted approach the district will prioritize prevention and de‑escalation, train staff on the new regulations and require the district’s incident reporting and parent‑notification standards: a verbal contact with families the same day (within 24 hours) and a written report within three school days for any use of restraint or seclusion. Reporting of injuries related to restraint must be submitted to DESE within three school days. The policy also instructs staff to debrief with students and staff after incidents and to document steps taken to avoid future incidents.
Committee members emphasized the need for strong debriefing, confidentiality protections and follow‑through on supports for students and staff. The district said it will provide a training session on June 29 to prepare buildings for the new rules.
