The Forest Park Planning Commission on June 18 approved a variance to allow a cantilevered shade awning to extend to the property line at 794 Main Street, reducing the downtown Main Street district front-yard setback from 10 feet to 0 feet.
Staff presented the case, identified on the agenda as VAR2026-02, and said the request is limited to the architectural projection of the proposed awning and does not seek relief for the principal building footprint or the proposed use of the property. Staff cited the Downtown Main Street district standards (section 8-837) and the district design guidelines, which encourage awnings and canopies to provide shelter, emphasize entrances and improve pedestrian comfort. Staff recommended approval with conditions that the variance apply solely to the awning as shown on the submitted plans and that any additional encroachments or design changes require further city review and approval.
Wes Baumgartner, the project's architect, told the commission the design is intended to "enhance the vibrancy of the streetscape" and that providing shade is consistent with creating a more inviting pedestrian environment. He described the project as an extension of an existing Main Street building and said the adjacent vacant parcel is city-controlled and underutilized.
Commissioners asked about the building's planned use; staff answered that the development is a 9,600-square-foot training and office facility for the Oregon Utility Contractors Association. After discussion the commission moved and seconded approval; the motion carried by voice vote. The approval was granted with the staff-recommended conditions limiting the variance to the awning as depicted and requiring further review for any future deviations.
The action does not permit any construction that would extend into the public right-of-way or create additional habitable floor area. The approval is recorded as VAR2026-02; the applicant listed in the staff report is Elizabeth Williams and the owner of record is the Downtown Development Authority of the city of Forest Park.
