Riverton council approves grants application, bid awards, audit engagements, airport lease and airline MOU amendment

At its June 16 meeting Riverton’s council authorized a $150,000 911 grant application, awarded a $159,544.95 concrete replacement contract, approved audit engagement letters, authorized a Nomad Coffee concession lease at the airport, and approved Amendment 5 to the SkyWest commercial air service MOU.
Beyond the major budget and ordinance actions, the Riverton City Council approved several administrative, procurement and economic development items on June 16:
• 911 gap funding grant: The council authorized staff to submit an application for Wyoming’s FY2027 911 gap funding program (administered by WYDOT and created by the Legislature). Staff intends to apply for the maximum $150,000 to upgrade the city’s 911 call‑taking system, hardware and mapping; the application deadline was listed as July 6, 2026.
• 2026 concrete replacement bid: Council awarded the 2026 concrete replacement project to B&M Septic and Excavation for $159,544.95 to repair curb and gutter, ADA ramps with detectable warnings and valve collars. Staff explained the recommended low bid exceeds one line of project funding by $39,544.95 and proposed covering the overage from related road project funds.
• Audit engagement letters: Council approved engagement letters with Wade Hershey CPA PC for non‑attest accounting/audit preparation services and with Klinger Hagerman LLC for professional audit services for fiscal year ending June 30, 2026 so auditors may begin work.
• Nomad Coffee concession: The council approved a lease and concession agreement with Melissa Bain (Nomad Coffee Company) to operate a mobile coffee cart and light concessions at the airport. Lease terms include base rent of $262.50 for 155 sq ft (kitchen/storage) plus 10% of gross revenue for use of secure/common areas; the vendor plans to begin service in early July.
• Commercial air service MOU (Amendment 5): Council approved Amendment 5 to the city’s Memorandum of Understanding with WYDOT and SkyWest for the capacity purchase agreement that secures commercial air service at Central Wyoming Regional Airport. Amendment 5 reduces the FY27 block hour rate and lowers the community annual investment relative to prior projections; staff noted the state covers 60% of the cost and local communities 40%.
These items were approved largely by motion and voice vote; several were routine approvals recommended by staff.
