County approves airport agreements, $175,000 taxiway design grant, audit contract and several budget amendments

At its April 10 meeting, the Martin County Board of Commissioners approved multiple administrative actions affecting the airport, audit services and the FY19 budget.
Airport: The board authorized execution of the Safety, Preservation and Maintenance (SPAM) Program agreement with the N.C. Department of Transportation Division of Aviation so the Martin County Airport remains eligible for state-funded safety and maintenance projects. The board also accepted a $175,000 grant from the division for design of a full parallel taxiway (no local match required) and unanimously approved submitting a letter of support seeking inclusion of T-hangar taxilanes and apron work in the State Transportation Improvement Program (STIP).
Audit contract: Commissioners approved an engagement with Carr, Riggs & Ingram, LLC to audit county accounts for the year ending June 30, 2019, for $38,850 and agreed to Agreed-Upon Procedures for Medicaid and TANF programs for $6,000.
Budget amendments: The board approved Budget Amendment #30 to budget state grant funds (State Block Grant / NPE Program and State Aid to Airports) for the AWOS clearing and site-prep project (total estimated cost $640,326; largely state-funded), Budget Amendment #31 to appropriate unauthorized substance tax proceeds to the Sheriff’s Office special revenue fund, Budget Amendment #32 to accept a $1,318 MIPPA grant for insulated medicine bags for clients, and Budget Amendment #33 to fund an update to the 2013 Comprehensive Land Use/Wellness Plan.
All actions carried unanimously; staff will proceed with grant assurances and vendor work as required.
