Trillium reports $8.3M spent in Martin County; Medicaid transformation to managed care outlined

Trillium Health Resources told the Martin County Board of Commissioners on April 10 that it served 1,175 consumers in Martin County in 2018 and spent $8,319,351 locally.
Regional Director Bland Baker said Trillium’s coverage expanded in July 2018 to include Columbus County and now covers 26 counties; the organization served 54,000 people in 2018 and works with local schools and health departments to address social determinants of health. Baker described pending Medicaid Transformation under Senate Bill 403, which would shift the state’s behavioral health services from fee-for-service to a managed-care model with two plan types: a Standard Plan (for mild to moderate behavioral health needs) and a Tailored Plan (for individuals with severe behavioral-health or substance-use needs). Baker outlined a phased timeline: client plan selection July–September 2019 for initial counties, a November 2019 first phase start, statewide rollout in February 2020, plan awards in May 2020, readiness reviews in February 2021, and Tailored Plan implementation by July 2021.
Commissioner Ronnie Smith, who attended a Medicaid Transformation conference that day, said the process is complex but noted additional federal/state funding anticipated for North Carolina that could be applied to housing, transportation, food and related social supports.
No formal action was required; commissioners asked for continued community updates as the transformation proceeds.
