Several officials spoke in support: the sheriff said Horton "has had a huge impact on the county" and Scott Conley, a sanitarian, praised his dedication to public and environmental health. Lisa Rosberg, county superintendent, said Horton has had a positive impact on local schools and community programs, including the Hope Squad.
Horton thanked the commission: "I really enjoyed this job. I love working with this community because this is my community."
Staff said the raise was already budgeted for the current year and will have a larger budgetary impact in the next fiscal year. The commission approved the personnel action and wage adjustment by voice vote.
