Residents press city on Baldwin drainage as council opens bids for outlet project

Residents on Baldwin Street described persistent standing water after recent construction and the removal of a driveway inlet that previously handled runoff. Sandra Carroll and neighbor Eric Carlson said water now ponds in yards and that the driveway and soil settlement have worsened since the work.
City engineering staff reviewed design notes: the installed storm sewer was sized to carry a five‑year design storm to the west and to tie into a future eastward Baldwin Street storm sewer. The existing graded manhole in one yard was installed with a flat cover rather than a functioning intake; staff said the structure was not designed as an inlet and that subsurface utilities in the area complicated adding an intake.
Staff outlined three options: leave the right-of-way as-built (with possible localized ponding consistent with preconstruction conditions), regrade the right-of-way to move water west (which would shift ponding to adjoining properties), or lower the existing manhole (make it a regional drain) which would require regrading and earth removal. Staff agreed to investigate the feasibility and estimated cost of lowering the manhole and other remedies.
Separately, staff opened sealed bids for a separate Baldwin Outlet Channel project. Huber Grading submitted a bid of $42,515; Dave's Dozer/Dave's Dozing submitted $83,060. Council agreed to have the engineer review bids for compliance with design specs and planned to take action in December or act sooner subject to engineer approval and discrepancy resolution.
Council also discussed construction impacts, tree-removal timing (must be done before March 1), and the project limits within an approximately 66-foot city right-of-way. Staff will return with engineer compliance review and cost estimates for potential remedies to the drainage complaints.
