Martin County approves airport taxiway and AWOS changes and extends airport manager contract

The Martin County Board of Commissioners unanimously approved a package of airport actions on June 12, including a design amendment to the parallel taxiway to meet FAA profile criteria, approval of Change Order #1 for clearing and site preparation for an Automated Weather Observing System (AWOS), and a five‑year extension of the airport management contract with Jesse Council / Juliet Charlie Aviation LLC.
County staff said Amendment #1 to Work Authorization #6 shifts Taxiway A2 to meet FAA criteria, removes a taxiway turnaround and extends the new parallel taxiway to the runway 21 end. The AWOS site work includes clearing/grubbing of upland and wetland areas, an access road relocation to avoid poor subgrade, conduit and telecommunications cable from the terminal to the AWOS site, and a perimeter fence. The change order added conduit and relocation work that increased project costs by $46,208; staff said State Block Grant funds will ultimately pay the cost but the county will advance funds and be reimbursed once state disbursements occur.
Commissioner Joe Ayers said the AWOS will make the airport more reliable and could increase traffic and fuel sales. The Board also authorized a $120,000 transfer from the General Fund as interim funding in Budget Amendment #38 to keep the AWOS project moving until state reimbursement is received; the AWOS project’s total estimated cost was presented as $686,535 with roughly 90% expected from the State Block Grant/NPE program.
Separately, the Board approved Amendment #1 to extend the existing airport management agreement: Jesse Council/Juliet Charlie Aviation will continue as Airport Manager from Jan. 1, 2020 through Dec. 31, 2024. Contract terms include annual compensation of $90,203 (with a 2% annual increase effective each January), use of terminal office space, operation and fueling duties, mowing responsibilities covering roughly 10–76± acres (depending on area), routine inspections, NOTAM issuance, insurance requirements and termination provisions.
The airport actions and the contract extension were approved by unanimous roll-call motions.
Budget Amendment #38 (approved at the same meeting) authorized a $120,000 transfer to the Airport Project Fund to cover AWOS expenses pending state reimbursement.
