Ojala said the site is constrained and the design reflects maximum feasible compliance, placing tanks and an internal system under parking to avoid losing public parking. Commissioners had no substantive objections and moved to approve the project and grant the variances needed to permit work within the 50‑ and 100‑foot buffers; staff will prepare an order of conditions for review at the next regular meeting.
