Council approves Windstream/Kinetic Fiber franchise to bring fiber to Maxwell

City attorney Lindy confirmed legal review was complete; councilmembers raised questions about parity with other providers and asked staff to treat all communications companies consistently. A motion to approve Resolution 2025‑47 (franchise agreement) was seconded and carried by roll call with all present councilmembers voting yes.
Councilmembers noted the company’s responsibility for damage repair and the need to require uniform franchise terms for future providers. Staff will coordinate signature execution and processing of the Iowa DOT permit for any highway crossing work.
