Council approves two-lot Vernon subdivision with cleanup and fence conditions after neighbors complain of debris

Boise City Council approved SUB26-7 (the Vernon subdivision) for 1910 South Leadville Avenue on June 16, voting to require site cleanup and a south-side fence to address neighbor safety and property-line concerns.
Planning staff presented the proposal as a preliminary and final plat for two buildable lots in an R1C zone. The applicant, Ben Simple of Brad Evans and Partners, said the duplex will be on one newly created lot and a single-family home on the other, with two separate curb cuts onto Leadville Street. Staff and the applicant confirmed Ada County Highway District reviewed access and that the private alley to the east is not public right-of-way.
Three neighbors testified in the public hearing that the lot had been left in disrepair since demolition in February: tall weeds, debris, a partially exposed shallow basement hole and a torn fence. Lisa Moon, a neighbor, said, "It is full of weeds... it is really a danger. I have a 2-year-old grandson, he can't go anywhere near that." Another neighbor described ongoing trash and damage to a fence and reported repeated calls to the city. The applicant’s representative said he was unaware the owner had not followed through on cleanup and committed to pressing his client to fix the issues within two weeks.
Council Member Willitz proposed and the council adopted conditions that require removal of debris and weeds before issuance of a grading permit and installation of a privacy fence after grading; the motion passed on a roll-call vote. Council members noted the site-cleanup condition could be enforced through the grading-permit process and encouraged neighbors to contact code-compliance if problems continue.
