Audubon County supervisors approve personnel move, utility permit and DNR update in largely routine session

The Audubon County Board of Supervisors completed several routine administrative actions Nov. 12, approving a personnel reclassification, a utility permit, a DNR manure-management update and routine financial items.
The board adopted Resolution 2025-61 to move Matthew Jorgensen from Equipment Operator B Grade 2 (3 years column) to Sign Maintenance Grade 2 (3 years column) in the Secondary Roads Department, effective Nov. 10, 2025. The resolution specifies that his hourly wage will remain the same and that benefits will follow the contract with Public, Professional and Maintenance Employees, Local Union #2003. The resolution was approved in the meeting record with the standard attestation signatures.
Secondary Roads staff presented and the board approved a utility permit for Windstream in Leroy Township east of Highway 71. The board also approved claims submitted by various departments totaling $52,622.41 and accepted or filed the Clerk of Court and Recorder reports and supervisor and auditor month-end reports for October 2025.
The board approved the Iowa DNR Manure Management Plan annual update for Double D Pork LLC (MMP #61130). Supervisors reviewed policies CW-42 (Accident Reporting) and CW-43 (Intangible Assets) and voted to retain both policies without change.
At the meeting’s department-head discussion, county department heads agreed the personnel handbook’s compensatory-time language gives department heads discretion to allow carryover of comp time across fiscal years; EMA Director Tyler Thygesen reviewed winter-weather courthouse closure protocols and noted closures are ultimately at the supervisors’ discretion. During public comment, Duane Deist asked about an Urban Renewal Amendment and reported a gravel-road rutting concern in the Viola area; supervisors said the amendment is intended to repurpose prior funds for two additional projects before April 2026.
The board recessed at 11:53 a.m., reconvened as a board of canvassers at 1:00 p.m. to canvass City and School Election first-tier results, then reconvened as supervisors and adjourned at 2:20 p.m.
