Providence Church expansion approved by planning commission with buffers and event controls

The Planning Commission reviewed and approved a recommendation for the Providence Church expansion at 2293 South Rutland Road during its June 18 meeting, supporting staff recommendations with several conditions intended to reduce neighborhood impacts.

Staff described the roughly 49,428 square‑foot expansion and said three waivers were requested (building facade material, parapet screening for rooftop equipment and limited portions of building height due to grade). Staff supported the waivers as acceptable given the site context and the applicant provided sight‑line exhibits to show rooftop screening would be minimally visible from the street.

Public works and transportation staff described traffic management for larger events: the applicant proposed two separate driveways, traffic control officers at both entrances for peak services and directional signage; staff said the plan doubles capacity but also plans doubled capacity for off‑peak circulation. Neighbors expressed concern about parking behind houses, potential nighttime access and stormwater. Providence Church’s executive pastor, Dan Lind, offered to install a privacy fence where the parking lot edges abut the Hilltop neighborhood and stated the church uses the facility seven days a week, not just Sundays.

The commission approved the recommendation to the Board of Commissioners, asking staff and the applicant to finalize landscape buffers, an event management plan and drainage measures as conditions to be resolved before final approval.
