Board approves appropriations, contracts and personnel actions; dissolves capital fund for forecasting

The Mount Vernon City Schools Board of Education approved a series of routine fiscal and personnel items on June 15, including appropriations, multiple service agreements and a slate of certificated and classified personnel actions.
Fiscal items: the board approved temporary and current appropriations for the month, including a vocational appropriation of $1,600 and an administrative decision to dissolve an existing capital fund and move an estimated $5.3 million back into the general fund to reflect the district’s cash forecast. The presenter said the capital fund had earned roughly $300,000 in interest while it was invested.
Contracts and services: the board approved nine business service items, including a preschool service agreement with Knox County ESC, an East Central Ohio partnership agreement, and an athletic training services agreement with Knox Community Hospital (district staff noted the hospital’s full cost would be close to $80,000 if the district paid 100% versus previously subsidized rates near $39,000). The board also approved a NISTY cybersecurity framework item and property/fleet liability insurance renewals.
Student services and special education: the board approved three student‑service agreements: an hourly contract for psychology services (Jamie Holland Associates), an addendum to special education services for high‑need students, and a LearnWell contract for short‑term instructional coverage.
Personnel: the board approved salary change notices and a wide set of certificated staff actions (summer school supplemental contracts, new teacher hires, internal transfers including Kyle Kleinz to East Elementary, one‑year through three‑year contract placements, substitute and full‑year substitute lists and supplemental assignments) and classified staff hires and transfers (including Kevin Hayyatt transfer and Mary Ore hire). The meeting record shows the board approved the personnel packages by roll call.
Donations and local support: among donations approved were $100 to Wigan Street in memory of Carol Sue Owens, a $500 mentorship stipend from the Ohio Association of School Board Officers, and a $65 gift to Mount Vernon Middle School guidance from local families and an anonymous donor.
