City Administrator Deven Markley told the council the DOT requested the finite term amid a leadership transition and review of similar agreements; the change does not alter responsibilities under the prior arrangement. A motion by Andrya Carter, seconded by Tracey McAvoy, carried on roll call vote to approve the 28E.
