Carlisle council advances library renovation with bond finalization, pay application and furniture approvals

City Administrator Deven Markley presented a routine resolution appointing a paying agent, note registrar and transfer agent for the 2026A bond and a companion resolution amending certain 2025A items tied to the library project; both measures carried on unanimous roll-call votes. On the consent agenda the council approved Pay Application #9 for the Public Library Renovation Project to DDVI Inc., in an amount not to exceed $743,547.91, and approved single-source furniture quotes from Triplett Office Solutions and Library Furniture International (LFI).
Why it matters: finalizing the bond documents secures financing steps needed to continue construction and contracting work for the library renovation; the pay application is a significant contractor draw request and the furniture approvals move interior outfitting closer to completion.
Markley told the council the paying-agent resolution was part of the regular bond process and that the bond amendment addressed technical and disclosure items related to the library project. The motions approving the bond and related documents passed unanimously (motion by Cataldo, second by McAvoy). The consent agenda — carried 4-0 — included the DDVI Inc. pay application listed at up to $743,547.91.
Library Director Stacy Goodhue said staff obtained single quotes from Triplett (office furniture) and Library Furniture International for specialized library pieces; she noted LFI is one of the few Midwest vendors for library-specific furnishings. Goodhue said the city intends to apply roughly $80,000 in grant funds toward the furniture purchases. Markley acknowledged Triplett’s quote was about $4,000 higher than the architect’s estimate and explained that single-quote procurement for furniture can be challenging because vendors carry different product lines.
The council approved the furniture quotes by voice vote (motion by Cataldo, second by Sauter). No changes to the scope of the renovation were reported at the meeting.
Next steps: with the pay application and furniture approvals complete, project billing and outfitting will proceed; the council set a public hearing on a separate budget amendment for June 22, 2026, which may include project-related budget changes.
