Finance Committee backs Bayberry Hills discharge design and $2.8M septage tank rehab; $400K moved for Phase 1 sewer engineering

Finance Director Jennifer Mullen told the Finance Committee that Article 19 would appropriate $1.5 million from the Wastewater Stabilization Fund to complete analysis, engineering and final plans for wastewater effluent discharge at Bayberry Hills Golf Course. "Next year we will request money for the construction of the discharge at Bayberry Hills in the amount of approximately $35 million," Mullen said, and the committee recommended the article 5-0.
On Septage, Mullen said the original authorization for the equalization tanks was $4.4 million but bids came in higher; Article 17 requests $2.8 million in additional borrowing authority to complete the second tank, to be repaid from septage revenues. The committee recommended the borrowing authorization by roll call vote 5-0.
Mullen also explained Article 18, moving $400,000 from a previously borrowed balance (Article 6, November 2021) to cover engineering costs for the Phase 1 sewer collection system (including Bayberry Hills). The committee recommended this funding transfer 5-0. Simon noted the town is beginning repayment on major wastewater project debt and committee members asked for updated schedules showing debt timing and balances.
Article 16, which authorizes the Select Board to convey natural gas easements required for wastewater facilities (National Grid easements), was also recommended (5-0). Several committee members emphasized the need for updated financial schedules before final Town Meeting votes on construction funding.
