Yarmouth Finance Committee recommends FY2027 budgets and approves multiple warrant articles, including transfers and capital items

At its March 4 meeting the Finance Committee unanimously approved three immediate transfers (recreation HVAC, Smugglers Beach fan, Bayberry Patio), recommended multiple FY2027 enterprise and capital budget articles, and provisionally recommended Police and Fire budgets for Town Meeting.
The Town of Yarmouth Finance Committee voted on a series of transfers and warrant recommendations during its March 4, 2026 meeting. All motions recorded in the minutes carried on unanimous roll-call votes where recorded (five ayes, zero noes).
Transfers approved: The committee approved three transfers to address immediate capital and maintenance needs. Jennifer Mullen, finance director, said $20,904 will be transferred to replace failed HVAC in two Recreation Department offices at 424 Route 28; an exhaust fan at the Smugglers Beach concession stand will be replaced using available line-item balances; and remaining funds from completed Bass River Clubhouse and Driving Range capital accounts will be moved to the Bayberry Patio project to add a seat wall and replace a septic tank. "We had some HVAC issues over at the Recreation Department," Mullen said.
Warrant recommendations and enterprise budgets: The committee reviewed and recommended a number of Articles as printed in the warrant, including the Municipal Budget (Article 2), the Golf Enterprise Budget (Article 3), Water Division and Septage enterprise budgets (Articles 4 and 5), Wastewater Enterprise (Article 6), Cable Television (Article 7), Golf and Water Division capital expenses (Articles 10 and 11), Fire Department capital (Article 13), and others. On each of these the minutes record a motion and a roll-call recommendation to Town Meeting; for example, the motion to recommend the Wastewater Enterprise Budget passed 5-0.
Votes at a glance: Transfers (#1–#3) — approved 5-0. Recommendations for Articles 2, 3, 4, 5, 6, 7, 10, 11, 12 (Police cruiser financing), 13, 16, 17, 18, 19, 20, 21, 23 and 25 — motions to recommend as printed passed on recorded roll-call votes of 5-0 where votes were recorded in the minutes.
Police and Fire budgets: The committee provisionally recommended the Police and Fire operating budgets as printed in the packet on a 5-0 roll-call vote. Mullen said estimated receipts are in good shape and no red flags were identified that would force changes before Town Meeting.
Next steps: Several articles will be clarified with additional data (for example, the precise vehicle types for Article 12, police cruisers) before final inclusion at Town Meeting. The committee scheduled follow-up budget work for upcoming meetings.
