Orangeburg County Council on June 15 approved ordinances to levy county taxes and adopt the county’s FY2026–27 budget.
Council members heard a title reading of an ordinance to set levies for Orangeburg-Calhoun Technical College and the county and a separate ordinance to appropriate funds for ordinary county purposes for the fiscal year beginning July 1, 2026 and ending June 30, 2027. During discussion, a council member asked staff to clarify the legal meaning of “levy” and the distinction between personal and real property taxes; the administrator said “levy” is the technical term for creating the tax roll and that personal property includes items such as boats and vehicles.
Following the explanations, council moved and seconded both second readings. The tax-levy ordinance and the appropriation ordinance were put to voice votes; the appropriation vote recorded one ‘nay’ and five ‘ayes,’ and the measure carried.
The ordinances as adopted provide the legal authority for the county to collect property and personal‑property taxes and to spend those revenues for county operations, debt service and educational purposes as presented in the ordinance texts. Council directed members and staff to follow up on specific questions raised by members regarding levy language.
The council also approved previous meeting minutes and several ceremonial proclamations earlier in the session. The next regular meeting is scheduled for July 20, 2026.
