Broken Bow council reallocates municipal funds to repair library roof; contractor estimates $5,885 for damaged shake section

The Broken Bow City Council on April 10 approved reallocation of budgeted municipal building improvement funds to address urgent repair needs at the Broken Bow Public Library roof.
City Administrator Schmidt told the council the library roof has experienced recurring leaks and that the library board had sought contractor quotes in anticipation of a needed repair. He said funds already budgeted under municipal building improvements (GL account 02-3411.00) could be used instead for the library roof because the remaining municipal improvements were nonessential at this time.
Troy Gavin of Weathercraft Roofing said the roof has seen ongoing repairs and recommended a comprehensive approach for the ballasted section, including removing aged rubber roofing to closely inspect seams, edges and penetrations. Gavin advised replacing the damaged shake shingle section with singles at an estimated cost of $5,885 and cautioned that additional issues may be discovered once work begins, which could increase the final cost depending on material choices and any extra repairs identified.
Administrator Schmidt said the city would pursue invitations to bid for the lower ballasted section of the roof after addressing the immediate damaged area. The library board indicated support for the reallocation.
Councilmember Russ Smith moved approval of Resolution 2025-05 to reallocate funds; Travis Kleeb seconded. Roll call vote recorded Smith, Kleeb and Wamsley voting aye; there were no nays and Councilmember Paul Holland was absent. The motion carried.
The resolution directs staff to reallocate the specified municipal building improvement funds to pay for the library roof repairs and to begin the formal bidding process for the larger ballasted roof work as needed. The council record notes no public comments were offered before adjournment at 12:26 p.m.
