Council awards construction contract for Chinn Chapel field turf conversion

The Flower Mound Town Council voted unanimously on June 15 to award a construction contract for the Chinn Chapel Soccer Complex turf conversion to Paragon Sports Constructors.
John Hayburn, the town’s park development manager, presented the project scope and noted the work was funded by the 2025 bond election. The project will remove existing turf and install synthetic turf suitable for multiple sports (soccer, football and lacrosse), add protective tension netting, new goal posts, fencing with concrete curbing and a scoreboard, and include landscape buffering along Chinn Chapel.
Hayburn said Paragon submitted the lowest responsive bid after reference checks, and staff aims for final completion by mid‑ to late‑September. Council moved, seconded and approved the contract by unanimous roll call.
The council’s approval allows staff to proceed with detailed construction scheduling and contract administration; no fiscal controversy was raised during the presentation.
