Cudahy council approves projects, appointments, salary ordinance and several resolutions
Summary
The Common Council approved event permits, awarded three public-works contracts totaling about $1.08 million, confirmed mayoral appointments, passed Ordinance 2373.6 setting department head salaries, and adopted multiple resolutions including opposition to eliminating personal property taxes and authorization to contest a court ruling on residency ordinances.
The Common Council of the City of Cudahy voted on a slate of administrative items and project awards at its April 8, 2015 meeting.
On procedural business, the council approved consent-agenda items including minutes from committee meetings and claims. Alderperson Bartoshevich moved to remove a consent item for separate discussion and Alderperson Hollenbeck seconded; that procedural motion carried unanimously. Subsequent approvals of committee and meeting minutes were carried, though several votes on minutes and license extensions recorded Alderperson Hollenbeck voting no while Alderpersons Moralez, Litkowiec and Bartoshevich voted aye.
The council approved two extensions of premises: a request from Brian Swessel for Pulaski Inn, 3900 E. Pulaski Avenue, on June 28, 2015, and a request from Alicia Guerra for LaLa’s Place, 3470 E. Layton Avenue, on May 2, 2015; both motions carried with a 3–1 recorded split (Alderperson Hollenbeck voting no). A permit request for a Cystic Fibrosis Foundation bike race, filed by Timothy Schmitt, was approved unanimously.
The council accepted competitive bids and awarded several public-works contracts: Cornerstone Pavers was awarded the Eaton-Merril & Barland Avenue Street Reconstruction Project (Project 2015-05) for $959,277.65; DC Burbach I was awarded the Somers-Kirkwood Intersection Improvement Project (CDBG Project 2015-03) for $70,757.10; and Gleason Contractors was awarded the Lake Drive Bus Stop Improvement Project (CDBG Project 2015-04) for $49,199.25. Recorded votes for these awards were unanimous where specified in the minutes.
Mayor John Hohenfeldt presented multiple appointments and reappointments to boards and commissions, including Joan Houlehen (Design Review Board reappointment), Eloise Williamson (filling a vacancy on Design Review Board), Kenneth Peck and John Herrick (Traffic and Safety Commission reappointments), Steven Liszewski (Civil Service Commission reappointment), and Randy Pfeifer and Kathy Wojtysiak (Zoning Board of Appeals reappointments). The council approved the mayor’s slate on a roll call vote.
On ordinances and resolutions, the council passed Ordinance No. 2373.6 fixing salaries and fringe benefits for certain department heads for 2015. The council also adopted a series of resolutions recognized in the minutes: Res. 6928 honoring Officer Joseph E. Paczocha for 30 years of service; Res. 6929 and Res. 6930 allowing claims by David Poppe and David Voight, respectively; Res. 6935 opposing state legislation to eliminate personal property taxes; Res. 6936 and Res. 6937 recognizing Carol Wantuch and James Hooper for board service; Res. 6939 amending the 2015 adopted budget; and Res. 6940 authorizing the City Attorney to take action to contest a court ruling invalidating sex offender residency ordinances in Milwaukee County. Motions on these items carried as recorded in the minutes.
During public comment later in the meeting, Michael Thorson spoke about a planned Lakeside bus stop. The council adjourned at 7:55 p.m.
