Council approves contracts, grant resolutions and fee schedule; transit increase draws lone 'no' vote

Key outcomes
- Approved a contract for services and lease with the Weart Nutrition Project to continue senior nutrition operations at 612 JA Davis Street. (Unanimous recorded approval.)
- Approved a contract for services with Perry Senior Citizens for continued recreational transportation and nutritional services and acknowledged the retirement of longtime senior director Michelle (celebration planned by the center).
- Approved a contract with Main Street of Perry for downtown revitalization and tourism services and adopted Resolution No. 2026-09 supporting Perry’s participation in the Oklahoma Main Street program.
- Approved an increase in monthly compensation to Northern Oklahoma Development Authority/Cherokee Strip Transit from $450 to $1,000 per month. The motion passed with one recorded no vote from Council member Davis.
- Approved contracts with the Cherokee Strip Museum and with the Perry Chamber of Commerce (the council moved to increase the Chamber contract from $15,000 to $20,000 and approved that amendment).
- Approved a contract for planning and zoning consulting services with David Payne and renewed the law-enforcement assistance agreement with Noble County and Sheriff Matt McGuire for city-owned properties outside the corporate limits.
- Approved a professional-services agreement with city trust attorney Bryce S. Kennedy (Oklahoma Municipal Law LLC) that formalizes indemnity and directs transfer of Perry documents to city ownership upon his retirement.
- Adopted budget amendments to reflect FAA grants, capital projects and other adjustments.
- Adopted updates to the municipal fee schedule and approved multiple routine agreements for tourism, airport hangars and transit services.
Why it matters: The approvals maintain continuity of senior services, tourism contracts and intergovernmental public-safety coverage; the transit compensation increase responds to requests from the regional transit provider and drew a single dissenting recorded vote.
