Councilors said the MOU is intended to enable cooperative work with neighboring jurisdictions and position the region to pursue legislative changes needed for some technological solutions. "Our affirmation of this memorandum of understanding … helps to set forward and put in place a revised governance structure for the landfill," a council speaker said, urging that the structure will allow communities’ concerns to be addressed.
During the meeting's public comment period, resident Ed Mauland urged Marion to take a leadership role in modernizing the regional landfill toward waste‑to‑energy conversion rather than continuing burial. Mauland said he and neighbors believe conversion is viable and in the long-term interest of Marion and surrounding counties.
Council approved Resolution 32911 to encourage completion of remaining steps in the MOU; councilors also noted that some technological solutions may require state-level legislative action and coordinated work with other landfills.
