Lee said C3 Tech and his partners spent more than a year working with district staff on a locally supported proposal designed to address service responsiveness and local support needs.
He said the district evaluation was proceeding when the staff member who led the process "became unexpectedly unavailable," and that new leadership shifted direction before C3 Tech had the opportunity to complete its final steps. Lee said the company invested in SEAMASS approval and site visits and asked the board to reopen implementation discussions if the district had not yet completed implementation.
District staff presented several procurement and vendor agreements during the meeting and the board approved multiple vendor items and facility project agreements on roll call. The board's agenda included numerous consent and business‑services items that were approved during the meeting; staff did not make a public response to Lee's comment on the record during the meeting.
The comment raises a contract‑selection concern from a local business; the board did not take immediate action to reopen or audit the procurement during the meeting. The district may have additional procurement records available through standard public records or contract postings for further review.
