Staff described the project footprint and said the work will use existing access toward Red River, add a new asphalt access road, expand the striped lot and restripe existing areas to create additional spaces (staff estimated roughly 200–240 additional spaces when combining expansion with restriping). Councilmembers asked whether an old concrete foundation had been removed (staff said it had) and whether the back access would have curbing (staff said it would be new asphalt without a curb). Members also pressed staff about existing potholes, glass and debris in the current back area; staff said those issues will be addressed as part of the construction work.
After questions, council moved, seconded and approved the contract by voice vote.
