Staff said the phase‑three purchase from Thercattle Corporation d/b/a Aqua Metric Sales Company (procured through the HGAC cooperative) will replace roughly 1,000 residential meters and install about 4,200 radios, and that the city will perform the installation in‑house to reduce costs. The city reported it has about 23,731 meters in its system and that prior phases replaced 1,700 meters and 1,700 MXUs in 2024 for $653,401 and 650 meters with about 3,000 radios in 2025 for roughly $808,000.
Project presenters said the in‑house approach saves an estimated 40–45% of installation costs versus outsourcing. Staff also described plans to reassign two existing utility positions to meter‑technician duties, cross‑train with the utility‑billing office, and begin a proactive annual replacement and maintenance program.
Councilmembers did not request changes and approved the purchase by voice vote.
The next steps include procurement finalization and scheduling in‑house installations; staff said work will take less than a year to complete the proposed replacements for phase three.
