Developer presents mixed-use site plan for Granville Street parcel; council asks about parking, phasing and design

At the June 17 meeting, the city heard a presentation on a major commercial and mixed‑use site plan submitted by Local Provision LLC for parcel 417 41202001004. The developer (introduced as Mr. Dana Downall) walked council through building elevations, parking layout, and a phased approach with Building A slated as phase one.
Downall described flexible tenant space, added exterior amenities and a deck on the west tenant of Building A, and said the project aims for a higher-end restaurant anchor with patio seating and family-friendly open spaces. "It's our desire that this would be an anchor restaurant, a white napkin restaurant," he said while showing elevation renderings that emphasize facade continuity and parking internal to the site.
Council members welcomed the design and materials, asked about Granville Street frontage setbacks and retaining walls required by grading, and sought clarity on parking encroachment onto adjacent properties. Downall said phase one would focus on Building A with underground civil work to support subsequent buildings and that tenant recruitment would proceed after foundational work is complete.
The site plan was presented as a first reading item (ordinance 2026.19); council did not take a final vote on the plan at this meeting. Staff and developer agreed to return with additional details as the application advances through review.
Next steps: the item remains at first reading and will return to council with any requested clarifications from staff and the planning commission.
