Oracle Elementary District board orders ASBA self-evaluation, schedules full-day governance retreat

The Oracle Elementary District Governing Board voted unanimously April 13 to ask Superintendent Crystle Nehrmeyer to coordinate with the Arizona School Boards Association on a board self-evaluation and to schedule a full-day professional development retreat at Mt. Vista K-8 School to cover strategic planning, Open Meeting Law and the superintendent evaluation process.

Why it mattered: Board members said they want to strengthen governance and oversight and to move from daily operational involvement to a clearer oversight role. The move to adopt ASBA’s free evaluation tool and to hold a retreat reflects a coordinated step toward developing a long-term strategic plan and conducting a formal board self-evaluation.

Superintendent Crystle Nehrmeyer opened the special meeting with a review of Arizona Revised Statutes Section 15, which outlines school board powers and responsibilities, followed by District Policy — Section B — on board member duties and limits. Board members identified strengths in transparency, fiscal responsibility, student achievement and instructional programming and discussed next steps for governance improvement.

Board members noted they had read Richard E. Mayer’s How to Not be a Terrible School Board Member and used it as a conversation starter about governance norms. The board discussed focusing on oversight rather than "being in the weeds" with daily operations, noting that daily management is delegated to the superintendent and staff.

On procedure, Vice President Jeri Taylor moved to approve the meeting agenda; Member Joy Reid seconded and the agenda was adopted by unanimous voice vote. Reid then moved to instruct Superintendent Nehrmeyer to work with the Arizona School Boards Association to use its free self-evaluation instrument; Taylor seconded. The motion passed with all members recorded as in favor. Taylor later moved and Reid seconded a separate motion instructing the superintendent to work with ASBA to schedule a full-day professional development retreat at Mt. Vista K-8 covering strategic planning, Open Meeting Law and the superintendent evaluation; that motion also passed unanimously.

The board adjourned at 5:53 p.m.; the motions did not specify dates for the retreat or the timeline for completing the self-evaluation. Superintendent Nehrmeyer was tasked to coordinate with ASBA and return to the board with scheduling options and any materials needed for the self-evaluation.
