The board heard from Colleen Anderson, the applicant, who said the flag box’s wrap—installed about 10 years ago by the Sea Scouts—has aged and needs replacement and that they want to add patriotic wraps to two tan steel doors. "We were thinking um as she said the American Legion logo, maybe some kind of flag background," Anderson said, adding the theme would remain red, white and blue. She told the board the vendor had begun work before a design was finalized and that she was prepared to return with final designs for review.
A board member expressed concern about setting a precedent of approving graphics without seeing a final design, citing a prior instance when an approved design differed from what was installed. To avoid delay, members discussed directing city staff to review the final submitted design and then circulate it to the board for an email vote so approval could occur before the next regular meeting if possible.
John Acres moved "that we preliminarily approve a certificate of appropriateness or vinyl wrap based on two exterior doors and a flag box based upon submittal of plans for review by the board by email." Chelsea seconded the motion. The board voted in favor; the motion carried.
Board members and staff clarified that the wraps are intended to adhere to the steel doors but can be removed or replaced if damaged, and that the two doors would likely use different designs within a common patriotic theme because they lead to different interior spaces. The applicant said she would submit final artwork to city staff; staff will review the submittal and the board will register approval or concerns via email so installation can proceed without waiting for the next full meeting.
