Council approves conditional-use permits for two used-car dealers, sets site conditions

Denison — On June 15 the City Council granted conditional-use permits allowing used auto-dealer operations at 519 South Armstrong and 301 North Houston, subject to conditions aimed at limiting visual clutter and nuisance impacts.

For 519 South Armstrong, staff said the site sits in a light industrial zone and historically has accommodated car dealerships; the applicant (tenant) Jake Davis said he intends to operate sales only and will perform no repairs or car washes on site. Council imposed conditions requiring landscape planters along the frontage, prohibiting open storage of materials, forbidding on-site vehicle repairs, and requiring inventory parking on improved surfaces. Councilman Massie moved to approve the CUP and Councilman Thomas seconded; the motion carried unanimously.

For 301 North Houston, staff noted the applicant proposed keeping vehicles interior to the property behind an existing fence and improving northeast-side parking; owner Dustin Monroe said maintenance would be done off-site. Council approved the CUP with conditions that mirror the earlier case: landscape planters along the east side, prohibition on open storage and repairs, and parking improvements conforming to the concept plan. Councilman Courtright moved, and Councilman Thomas seconded; the motion passed unanimously.

Council discussion included the local sales-tax implications of used versus new car sales and staff assurances that the CUPs conform to the city’s mixed commercial future land-use designations. Staff will monitor compliance with CUP conditions as properties proceed to permitting and site improvement.
