Council approves rezoning and conditional-use permit for Paloma Event Center at 315 West Coffin

Denison — The City Council voted June 15 to rezone 315 West Coffin from multifamily (MF2) to local retail and to approve a conditional use permit allowing the Paloma Event Center to operate as a hall, reception and banquet facility.
Staff said the rezoning aligns with the city’s future land use plan and revitalization goals, and the planning and zoning commission had recommended approval. The rezoning motion was made by Councilman Courtright and seconded by Councilman Thorne and passed unanimously.
Applicant Veronica Garcia told the council the owners plan to renovate the existing structure and operate a family-focused event center. “There will be no nightclub — more of a family event center,” Garcia said, and added that alcohol would not be sold on-site (alcohol, if served, would be limited to a designated area and supervised by an adult).
During the conditional-use-permit presentation, staff recommended conditions including submission and staff approval of a parking plan and a landscape plan, and assurance that all building and fire codes will be met as the structure is remodeled. The CUP approval includes the applicant’s proposed hours of operation: Monday–Thursday 10 a.m.–9 p.m.; Friday–Saturday 10 a.m.–12 a.m.; Sunday 12 p.m.–9 p.m.
Garcia also described planned safety and building upgrades: she said a sprinkler system alone would cost approximately $175,000 and that the broader renovation investment would be significant. Council approved the CUP with the stated conditions; the motions passed unanimously.
The city will review the parking and landscape plans for compliance with conditions before issuing final approvals and permits.
