RSK Realty asks Wolcott commission to review two new buildings at Lyman Oaks; application accepted for review

RSK Realty has asked the Wolcott Inland Wetlands & Watercourses Commission to review a proposal to add two buildings to the Lyman Oaks age-restricted community at 86 Potuccos Ring Road. The commission voted unanimously to accept the application for review on June 8.
Stephen Giudice, an engineer with Cole Civil & Survey, and Mrs. Onofreo, representing RSK Realty, presented 11"×17" site plans showing the existing development and the proposed additions. Giudice said the development currently includes about 59 units, a maintenance building, two large basins at the front of the site and an existing retention basin behind the maintenance building. He told the commission that "the wetlands that are there now are mostly dry" and that the plan would fill roughly 1,600 square feet of wetlands while creating about 2,000 square feet of wetlands in another location on the site.
The applicants also proposed protective fencing around the wetland area, additional plantings behind the new building, and submitted a stormwater management report for the project. Giudice asked the commission to schedule a site walk; he said the regulated area on the parcel totals about 2.35 acres, including wetlands and the upland review area.
Chairman William Tynan outlined a list of items the commission expects the applicant to address during the technical review: a soil scientist report (the commission specifically requested Ian Cole’s findings), consistency between wetlands and zoning reviews, documentation supporting the proposed wetland creation to offset filling, a possible relocation of parking, confirmation that the new buildings will be slab-on-grade as indicated, color reflagging of wetlands for a site walk, and an estimate for the town engineering review (the commission noted regulations require payment of 150% of the review cost by the applicant).
Upon motion by Kenneth Wilson, seconded by Robert Pierpont, the commission voted unanimously to accept RSK Realty LLC’s application for review. The commission did not take a final vote on any permit or wetland filling at the June 8 meeting; commissioners instead directed staff and the applicant to provide the requested reports and to set a date for a site visit.
Next steps listed by the commission include receiving the soil scientist’s report, confirming engineering-review costs and payment, reflagging the wetlands on site, and scheduling a site walk before the commission will render a permit decision.
