Wolcott commission approves Walsh house permit near wetlands with erosion-control conditions

The Wolcott Inland Wetlands & Watercourses Commission on May 11 unanimously approved Permit Application #26-002, allowing Lance and Elizabeth Walsh to build a single-family house on Lot 292A (Spindle Hill Road/North Street) with conditions that include planning and zoning approval, bonding set by the Zoning Enforcement Officer and installation of silt socks on the catch basin on North Street.
The commission’s approval followed a presentation from Scott Meyers, the project engineer, who said the revised plot plan (color-coded, dated April 30, 2026) locates the proposed house roughly 40 feet from the closest wetland and 60 feet from wetlands on the opposite side. Meyers told the commission Chesprocott approved the subsurface sewage disposal plan on Feb. 18, 2026 for a four-bedroom house and that a well has been approved to meet location requirements. He described soil testing that identified the only suitable area on the lot for a four-bedroom septic system and said roughly 0.26 acres of the upland review area would be graded for yard use.
Meyers described stormwater measures: a swale behind the house to direct roof and driveway runoff to a level spreader, and soil-erosion controls and sequence-of-construction details added to the plot plan. He also stated, "there is no wetland impact at all," and identified the nearby watercourse as not completely dry when Chairman William Tynan asked whether it was intermittent.
Commissioner Kenneth Wilson moved approval under the commission’s standard conditions and with the additional requirements that the applicants obtain planning and zoning approval and post bonding as determined by the Zoning Enforcement Officer, and that silt socks be installed on the catch basin on North Street. Robert Pierpont seconded; the motion carried unanimously.
Documents on file include the Meyers Associates plot plan (April 30, 2026), a wetland delineation report by Ian Cole, Soil Scientist/Wetland Scientist (Jan. 23, 2025), and Chesprocott’s approval of the subsurface sewage disposal system (Feb. 18, 2026). The commission’s approval is conditioned on the listed permits and controls; staff and the Zoning Enforcement Officer will confirm compliance before construction proceeds.
