Chisago City Council asks for more cost data on Karmel Avenue and Liberty Lane proposals

The council compared proposals submitted by ISG and Bolton & Menk and debated whether a full road reconstruction or a mill-and-overlay approach would best meet the city’s long-term infrastructure goals. Council discussion focused on balancing upfront project costs with long-term durability and community engagement considerations.
City Administrator John Pechman was directed to obtain additional cost information and to determine which option would best serve the city’s needs before the council moves forward. No contract award or final decision was made at the workshop.
Councilors asked staff to return with detailed cost estimates and an analysis of durability and lifecycle costs so the council can weigh short-term savings against longer-term infrastructure performance.
