"I had been transparent about my plans and that any missing documents may have resulted from how paperwork was handled by county staff, not intentional omission," Samon said.
City Administrator John Pechman responded that the issue likely stemmed from a transition in authority from the county to the city that caused miscommunication and procedural issues. Pechman noted the county may not have had authority to approve the license at that time and that the city had not been properly notified. The council advised Samon to contact Associate Planner Nelson to clarify his application status and next steps.
No formal action was taken at the meeting; staff and the applicant were directed to follow up.
