Council tables decision on Karmel Avenue and Liberty Lane engineering proposals

City Administrator John Pechman reviewed two proposals from the city’s pool of designated engineers—Bolton & Menk and ISG—for design work on Karmel Avenue and Liberty Lane. Pechman said ISG’s proposal includes additional services such as assessment process support, while Bolton & Menk’s proposal omits some items that could be added later.
Council members discussed project scope, storm sewer settling issues, the possibility of upgrading to an industrial road standard in parts of the corridor, and the importance of coordinating with the local school on traffic impacts during drop-off and pickup. Members expressed concern that the proposals are not directly comparable because of differing scopes and assumptions.
Council member Craig Meyer moved to table the RFP decision and schedule a workshop for deeper review; Council member Mark Anderson seconded and the motion passed unanimously. Staff indicated the intent to begin design in summer with refining through fall and bidding in late fall or next spring, with anticipated construction in the following year.
Next steps: staff will schedule a workshop to compare scopes in detail and present recommendations for selection and project phasing.
