Bentleyville council adopts road contract, budget amendment and monthly bills; tables IT services deal

The Village of Bentleyville council on May 20 adopted a set of emergency measures to pay monthly bills, fund insurance deductibles and authorize a road-construction contract while tabling a proposed IT agreement. President of Council Ryan Rubin moved the measures; motions to suspend the three-reading rule and to adopt were seconded by Robert Chalfant and passed by roll call votes.
The council approved Ordinance 2026-20, authorizing payment of May 2026 bills totaling $112,901.00. Rubin introduced the motion to suspend the three-reading rule and to adopt the ordinance; Chalfant seconded. Roll-call votes were unanimous.
Council also authorized Ordinance 2026-21, allowing the mayor to enter a contract with Geauga Highway Co. for the 2026 Road Program for an amount not to exceed $265,000. Engineer and Building Official Jeff Filarski said the low bid came from Geauga Highway and that work is scheduled to begin in June and be completed by September. Rubin moved and Chalfant seconded the motion; the ordinance passed on a unanimous roll-call vote.
A separate budget amendment, Resolution 2026-22, was adopted to cover insurance deductibles for damage to the roof and police vehicles. The amendment added $2,500 to the budget for the roof deductible; Rubin moved to suspend the three-reading rule and to adopt the amendment, Chalfant seconded, and the measure passed unanimously.
Council discussed but did not adopt Ordinance 2026-23, an Information Technology Services Agreement with Televoi, Inc. Law Director Joe Grandinetti told council the prior IT provider was not continuing and had recommended Televoi. Council members pressed about a recommended $245 monthly increase that would buy unlimited support rather than the prior four hours per month; following discussion Ken Kvacek moved to table the ordinance, which carried unanimously.
The meeting also included an executive session to discuss compensation of a public employee; the council recessed for executive session by voice vote and returned before adjourning at 8:30 p.m.
