A downtown proposal to convert property at 211 South Gay Street into a condo-tel was postponed to July 7 after city planners identified a technical issue with parcel configuration and 21 shared parking spaces tied to the Collegiate Hotel.
What happened: Applicants Kim and Paul Wirth described a plan to convert an adjacent property into a condo-tel — a model in which owners use units themselves and the property is otherwise managed and rented like a hotel. During staff review, planners found the hotel and proposed condo-tel sites are separate parcels and that the condo-tel’s conditional-use approval would affect 21 shared parking spaces that currently support the Collegiate Hotel. Staff advised council the zoning ordinance would not allow approval without resolving parking-parcel arrangements.
Kim Wirth said the owners did not know about the configuration issue until a late meeting with city staff and expressed a willingness to work with city attorneys and planners to resolve it in time for a July 7 hearing. “We have plans in place…we’ll get this issue resolved,” she told the council.
City manager and staff committed to prioritize the review and to coordinate with the applicants. Staff indicated there is a clear path forward that can be resolved within the three-week window before the July 7 meeting; council voted to postpone and to reopen the public hearing then so the applicants or their representatives can respond in person.
Context and concerns: Council members also asked staff to re-examine aspects of condo-tel operation that resemble short-term rentals and to note building height and neighborhood character; staff said the proposal meets current ordinance criteria but agreed to provide additional design and height information for review. The applicant and staff will also address parking logistics, any required shared-parking agreements and Downtown Design Review Committee comments before the July 7 hearing.
