Commission discusses small-scale wind and solar guidance; no ordinance drafted

On March 10 commissioners discussed whether the Planning Commission should draft local guidance for small-scale wind turbines and additional guidance for solar installation inside Eureka Springs.
Planning Director Cassie Dishman told the commission she is not aware of any municipal zoning district that explicitly permits wind turbines either by right or conditional use and that the city's industrial zone is small and generally unbuildable. Commissioners noted local topography, tree cover, and existing height limitations as practical constraints and discussed micro- or cylinder-style turbines as lower-profile options.
Commissioners did not draft an ordinance at this meeting. They agreed to keep the topic on future agendas, to consider folding turbine guidance into a broader alternative energy workshop (including solar), and to delay substantive work until the vision plan is further along. One commissioner offered to collect research and background information to inform a future workshop on alternative power sources.
Next steps: staff will keep the issue on the agenda and one commissioner volunteered to prepare background material for a potential workshop on alternative energy options and local design limits.
