Plainfield Town Council on May 11 held a public hearing and advanced the first reading of an ordinance seeking additional appropriations to support wastewater availability work.
Town staff explained that Phase I of a previously approved wastewater contract was completed in 2025, while Phases II and III were not included in the 2026 budget because staff had anticipated a wastewater bond. To avoid borrowing either too much or too little, staff requested a $900,000 appropriation from the Wastewater Availability Fund to finish design work so the town can determine a more accurate bond amount, Mr. Dyson told the council.
No members of the public came forward during the hearing, and the council closed the public hearing. Council then approved the first reading of Ordinance No. 13-2026 — for additional appropriations to the Wastewater Availability Fund — by a unanimous roll-call vote (moved by Mr. Everling, seconded by Mr. Bridget).
Mr. Dyson summarized the rationale: completing design work first will produce a clearer price point for the bond rather than committing to a bond before design is complete. The ordinance will return for a subsequent reading once staff can present final numbers and bond details.
The council’s action advances the appropriation process; staff indicated additional analysis and design completion are required before the final bond or appropriation amount is set.
